  1. Government meetings

 

 

·         Presentation of São Paulo / Durban MOU to the board of directors of the Housing Secretariat of the Municipality of São Paulo. The proposition of an agreement with Durban Municipality was welcomed by the participants and another meeting is set for the April 29th to define the areas and maybe change some terms of the draft MOU.

 

·         Presentation of Santo André / Durban MOU to the Director of Housing and members of the technical team. The proposition was also very positive welcomed. Another meeting is set for the April 28th to discuss some ideas and suggestions from the municipal team in the presence of the Head of the Housing Secretariat.

 

  1. Funding meetings

 

  • Meeting with Instituto Ethos, brazilian organization of private companies engaged in social projects. They suggested first the implementation of a practical case in order to be the model for a donation proposal.

 

  1. Community meetings

 

 

Osasco Municipality – Metropolitan Region of São Paulo – Brazil

 

  • Jardim Paulista. Private area of aprox. 1200 families acquired by the community, houses under self-construction process. Jointly with the Municipality team we had 2 meetings presenting the housing improvement project. By the meeting were present representatives of the National Cement Industry Association, National Construction Material Retailers Association, BRADESCO Bank, one of the biggest private banks in Brazil. We presented the possibility of an integrated process of identifying needs from the communities, technical training support provided by the Cement Association, price deals with the retailers and access to cheaper credit lines through the bank. The community started a research process among their members to set the directions of such a project, which main idea is to be community driven.

 

  • Área Vicentina. Private occupied area. The meeting was made in the presence of representatives of the Housing Department. People were very aggressive and demonstrated a total lack of knowledge about the place they live in (land situation, number of families or shacks…). The seemed interested on an exchange with South Africa and formed a commission for an audience with the Municipality.

 

  • Área Portal D’Oeste. 600 families living in a lodgment set by the Municipality 4 years ago. The reaction to the NGO presentation was not positive, they were expecting ready solutions for their problems. They were preoccupied with an eviction possibility since the shacks are installed among high dangerous electricity installations. They were very interested on an exchange with Africa and set a meeting with the Municipality to better explore their situation and the eviction possibility.

 

  • Área Portal D’Oeste 2. Families living in a lodgment set by the Municipality 6 years ago. The meeting was very turbulent, the residents showed displeasure with the Municipality, because after the recent political changes the land owner is starting evictions processes against them. A 10 persons commission was set to talk to the Municipality.

 


 

São Paulo Municipality

 

  • Jardim Redenção. Private occupied area with 44 families threatened with eviction. The dwellers showed big interest on savings and started a savings group immediately.

 

  • Jardim Guarani. Private occupied area with families threatened with eviction. They had already started private savings. By the meeting was suggested that they joint their savings into collective accounts. They are thinking about the proposition and another meeting was set with the NGO to discuss the alternatives of setting a kind of reserve fund.

 

 

  • Meeting with the social movement leader Veronica to discuss a specific support from the NGO in order to set a collective housing project for 262 families with a federal government subsidized credit line. We got technical support from the Cement Association for the houses projects in order to minimize the costs. The credit of the government is limited and they have to buy land and build houses with an amount of about US$ 6.000, which is very low for a city like São Paulo. They will start savings schemes in order to complete the costs of urbanization and to serve as reserve fund for unemployment cases.
